The Pennsylvania Office of Child Development and Early Learning (OCDEL) Bureau of Certification has released a special announcement via the Certification Services eNews.

If you are a child care provider located in Region 18 who has still not received a payment for services delivered in June 2024, please complete this form and submit to RA-PWELRCQA@pa.gov. The attached form includes an attestation statement that must be signed claiming payment for care provided in June was not received. If a provider should receive duplicate payment, a future payment will be reduced to remedy the duplication. If you have already completed an attestation statement to the Office of Child Development and Early Learning (OCDEL), you do not need to complete another. If you have submitted an attestation form and then received payment from CPA, please send an email to RA-PWELRCQA@pa.gov to withdraw the attestation form. The deadline to submit an attestation form to OCDEL is Friday August 9th.

Please do not contact PHMC about June provider payments. Once a completed attestation form is received, Pennsylvania Department of Human Services (DHS)/OCDEL will coordinate payment to child care providers who were not paid for June services. OCDEL will contact all providers who submitted an attestation form to discuss additional instructions regarding payment.

To avoid payment delays for the July invoice, providers who have not yet done so should ensure that they complete their provider agreements. Providers in Region 18 have until August 30, 2024, to complete the provider agreement and remain eligible to receive payment for the July invoice. Providers who need individual assistance can:
